In my opinion, Caerleon should be the best choice. This city is the only one with access to Black Zone and is the most popularised in the Albion Online world. You wouldn't later bother travelling from different places all the time, and for sure, you wouldn't regret later picking Caerleon because of benefits of its location and population.
How to earn on Island?
What's the best moment to get the first Island?
In my opinion, there is no better moment for purchasing Private Island than this first possible moment. Go and treat 12500 silver as an investment into the future, it's silly to hold that silver rather than getting constant benefits because of earlier buy.

When I run out of premium I keep the island, but can I still upgrade it and continue building?
